FAQ on Bunching Issue & Model Fitment Table

FREQUNETLY ASKED QUESTINS ON BUNCHING ISSUE:

1.  Whether is there a provision for bunching in the 6th CPC Gazette Notification?
Yes.  Page No.35 of the 6th CPC Gazette Notification under Pay Rule 7 (A)(ii)  “ Government servants drawing pay at two or more consecutive stages in an existing scale gets bunched..........then, for every two stages so bunched, benefit of one increment shall be given so as to avoid bunching of more than two stages in the revised running pay bands”.
2.  When will the concept of ‘Bunching’ come into play?
If two or more consecutive stages get bunched  that is to say get fixed at the same stage (as in our case the pre-revised scales (i.e.) Rs.5000-8000 has been upgraded and placed in the minimum of the pay scale - Rs.6500/-) on account of upgradation of posts or otherwise, then the benefit of one increment shall be given for every two increments earned in the pre-revised scale so as to avoid bunching of more than two stages. 
3.   How bunching is calculated for the pre-revised scale of Rs.5000-8000 as has been upgraded to pre-revised scale of Rs.6500-10000/- as per PB letter issued under File No.Misc-1/330/2012-PPC dated 18.06.2015?
Step 1:  Initially, the pay of  the employees which has not reached Rs.6500/- as on 1.1.2006 shall be brought to the minimum of the upgraded pay scale (i.e.) Rs.6500/-.
Step 2:  On account of this exercise (Step 1), different running pay get placed in the minimum of the pay (i.e.) Rs.6500/-.  Therefore, in addition to the minimum of the pay, benefit of one increment shall be given for every two increments earned in the pre-revised scale of 5000-8000.
To reach Rs.6500/-, the employees in the Rs.5000-8000 Scale  have to earn 10 increments (Increment @ Rs.150/-) .  Therefore, employees in 5000-8000 scale can get benefit of maximum  Five bunching increments.  
4.  How the increment is calculated?
To arrive at increment, only pay in the pay band is taken and not the Grade Pay.

5.  How the incumbents who have crossed the minimum of pay (i.e.) Rs.6500/- as on 1.1.2006 will be benefited?
By citing Junior getting more pay due to bunching, Senior pay shall also be stepped to the extent Junior is drawing.

The incumbent drawing pay more than 6500/-  in the pre-revised pay scale of 5000-8000 as on 1.1.2006 will get the benefit of stepping up at par with their juniors.
